Job description


To lead, direct and manage the human resources and general services functions for ADSB, ensuring effective development and implementation of strategies, processes, policies, procedures and services in order to support the achievement of business objectives in line with the vision and mission of the organisation.



Strategy Formulation, Implementation and Planning

As a member of the senior management team, participate in the development and refinement of ADSB’s overall vision and strategy and contribute to the overall process of corporate management and decision making to ensure the organisation maximizes its short, medium and long term profitability and returns to its shareholders.

Lead the development and implementation of HR strategy in line with the functional strategy to ensure vertical alignment and horizontal integration with other interfacing departmental strategies across ADSB.

Ensure that the strategy is translated into annual operational business plans for the HR department and the performance is monitored annually to ensure business plans are in line with the overall strategy.

Act as an advisor to ADSB’s senior management team on all HR matters to facilitate achievement of business goals.


Champion the process of effective HR leadership to manage direct reports’ performance, recruitment and development, and to raise their awareness towards the mission, vision, strategy and values to ensure high level commitment towards ADSB.

Budgets and Plans

Direct the preparation and consolidation of the HR department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/ revenues, areas of unsatisfactory performance are identified and potential performance improvement opportunities are capitalised upon.

Policies, Systems, Processes & Procedures

Direct the development and oversee the implementation of HR policies, systems, processes, procedures and controls in order to ensure that ADSB’s activities are fully integrated and delivered to best practice and industry standards.

Approve and ensure the developed HR policies, procedures are in compliance with the statutory laws while delivering a quality, cost-effective service to the organisation.

Organisation Structure

Together with the CEO, participate in the development of an optimum organisational structure for ADSB in consultation with the senior management team in order to ensure unity of command and facilitate the efficient operations of across all units of the organisation.

Define the HR organisation structure to achieve efficient operations and services to meet the strategic objectives of the department.

Tendering and Contract Management

Ensure provision of technical expertise for the development of RFPs and RFQs relevant to HR and monitor all contractual operations related to the department to ensure cost effective and quality services are obtained for ADSB on all related contracts.

Manpower and Recruitment

Direct and oversee the development and management of manpower and recruitment strategies in line with the ADSB business strategy, global best practices to meet the organisational requirement while promoting ADSB as an employer of choice.

Direct the hiring process for “key and critical roles” at ADSB to ensure availability and timely fulfilment of business critical positions.

Payroll and Compensation Management

Direct and oversee the development and management of a compensation and benefits strategy in line with global best practices in order to manage internal equity, market competitiveness as well as overall employee satisfaction and performance.

Approve the payroll system to ensure timely salary administration to all employees.

Performance Management and Succession Planning

Direct and oversee the performance management strategy in line with global best practices in order to support the establishment of a performance culture and facilitate organisational excellence across all roles in ADSB.

Lead and direct the development of an effective succession plan to ensure high potential employees are ready to assume critical business roles in the future.

Training and Development

Direct and oversee the development and implementation of a robust talent management strategy in line with global best practices in order to train and develop world class talent pool with clear career progression and succession plans to promote long term career within ADSB.

Employee Relations

Lead and oversee the development and effective implementation of policies and practices in order to build, maintain and enhance employee relations and foster harmonious working relationships across ADSB ensuring alignment to the statutory standards.


Direct and oversee the development and implementation of an Emiratisation strategy to attract, develop and retain UAE Nationals to establish a qualified talent pool and support Emiratisation targets in order to facilitate the achievement of ADSB and Abu Dhabi government vision.

Relationship Management

Develop and maintain effective business relationships with all relevant internal departments and external entities (e.g. as JV partners, service providers, consultants, local and government authorities, etc.) with the highest standards of business ethics in order to ensure the services required by ADSB are delivered in the most effective manner.

Change Management

Lead and direct the management of change through continuous improvement of HR systems, processes and practices taking into account international leading practices, changes in international standards and changes in the business environment which demand proactive action plans.

Direct and oversee the introduction of best practice HR initiatives in order to upgrade the HR functionality and provide improved support for achievement of business objectives.

Quality, Health, Safety, & Environment

Direct the compliance of all relevant quality, health, safety and environmental management policies, procedures and controls across the department to guarantee employee safety, delivery of high quality products/ services and a responsible environmental attitude.


Direct and ensure that all HR departmental reports are completed timely and comply with international principles of corporate governance and standards, ADSB policies and standards.

Desired Skills and Experience

Minimum Qualifications:

Bachelor’s Degree in HR Management, Business Administration or equivalent.

Post-graduate qualification from an internationally recognised university would be preferred.


Minimum Experience:

12 years experience in the HR function with at least 7 years in a senior management role in a major public sector or private-sector organisation in the GCC region.
